Yes, but this is washable and perfect for indoors.

Q: Do they make refills for this item?

Not that I know of, at the price of them it is just as easy to buy another set. If not used within a reasonable amount of time, the individual colored paint "dishes" come loose and fall out.

Q: Would these work for painting pumpkins?

No! The best paint is Acrylic paint (matte), or washable paint. But with the washable paints, it requires applying more paint.
